There are four kinds of possible motives in sport scandals:
1) Gamblers cheating bookies
2) Bookies cheating gamblers
3) Gamblers cheating tote
4) Non gambling cheats
Case (4) is about promotions-relegations and things like that.
It appears that really only case (1) is vigorously prosecuted.
