A question for the experts. Why was TT's last win(by more than 2 lenghts) almost 9 seconds slower than the course record? Is this possible?

The course record for the 1200m in the Sportingpost shows 69.9, which is only 2.2s outside the course record. Not even sure if this is the correct course record??
