Wondered about this too.

Why offer four placings available to bet on, for 16 runners, only to scratch one or more runners, thereby limiting place payouts to 3 places.

If P has the punters interest at heart(read cash cows), any place bets taken before the scratching, should be refunded.

Has this country been sold personal greed.
