Would be surprised if they fool anybody with that argument!

This is what clause 8(6) of the Racecourse Conditions of Licence for the Eastern Cape states:

“The television signal fees charged by the licensee (Phumelela) or its subsidiary for a licensed bookmaker to receive a television signal of ANY horseracing shall be determined by the licensee but shall be subject to the prior written approval of the ECGBB”.

That seems pretty clear to me
