where is the line between preserving the horse when the race is won, and pulling a horse with the intention to influence its future rating. on the track they look like the same thing.

There is no fixed line...
I'm also not saying that a jockey shouldn't be allowed to use his or her judgement provided the horse wins the race...my argument is that there should be consistency rather than on some occasions the rule is applied and on others its not.

Ride the horse out to the line doesn't matter if you finish sixteenth.
Punters money is on that horse full stop.

Not only punters but owners and trainers need to see how the horse finishes to decide on its future
