lets plot how it has developed - please help with input/correction of fact/fill in the gaps where I've left parts out:
structure pre-1996 up to 2010:
regional clubs administered by themselves (Arcsa)
national Jockey Club administering rules and regulations
Owners and Trainers associations in each province
breeders association (TBA - one nationalised org)
breeders clubs by region
Tote
Bookies
market focus: each club marketing their product separately
pros: local market knowledge, decentralised cost control
cons: no national unity, no national branding of product, inability to afford top stallions
post-1996:

Gold Circle
Phumelela Gold - Teletrack+National Racing Bureau

breeders clubs by region

RA- interests of the sport and owners
JClub - policing the sytem
pros: more unity and an international platform, better information and IT systems, better televising, comingled pools (although seemingly faulty), better prize money levels, runners recognized internationally, higher sales prices
cons: unity is weighted and monopolised towards Phumelela whose focus is gaining international betting market share,
very weak Gold Circle, lack of organic market growth (declining homegrown punters and followers), still no national product branding, quality runners leave the country, inability to afford top stallions (breeders dependant on private investors as opposed to a national stud system)

With all the cancelled race meetings,let P get cracking on an all weather circuit,and the lights issue will fizzle out,and then we will have the lot.
