Why are traffic police acting out of their jurisdiction

.....sure that some have heard about the shooting in Vosloorus by Ekurhuleni Metro(traffic) police in a domestic household....
we know that Metro police are supposed to have jurisdiction over traffic and moving violations on roads and pavements(removal of illegal hawkers and roadside beggars)....yet what gave them the right to intervene in a domestic matter/environment and use force and even fire arms.....a typical case of people empowered with limited authority superseding jurisdiction and taking the law into their own hands.....

May be the law authorised them to do so. I don’t know, you don’t know, we all don’t really know.

....and hence a problem.....as far as the presidents speech on the policing matter ......the military and metro police were brought in to assist the police....a fair idea as metro have more resources in finance and vehicles...yet no notification has been made that that metro police nor the military have been given the same policing powers that is bestowed on the police force ..... over stepping jurisdictional issues could lead to massive civil suites..... and if this sort of thing happened in my berg .....the metro would be manning future roadblocks with ox wagons.....

.....well it seems that the Boksburg traffic cops have been put back in their place....however they have reverted to having manned speed trapping....yesterday I witnessed one such action but one would have to be really blind to be trapped as there were 4 marked cars and a dozen cops and from a distance looked like a roadblock.....when I got closer I observed at least 5 cops no masks nor gloves leaning into a car with an elderly lady driver .....no traffic fine book....but the buffaloes in her hand.....and each clutching to get one.....:S

....well today seemed to have an abundance of metro police patrolling the N3 and there was a noticeable absence of those that did not seem "right" to be on the roads anything out of place was pulled off....and the jungle drums must have warned others.....Germistion South was heavily patrolled by a noticeable police presence but beggars and street people are still at intersections.....was harassed by one such oke near Leondale in full view of metro cops parked on the other side of the intersection....made 2 trips into the Germiston/Boksburg area and on my way out on the N3 no patrol cars after 15h00 and then the freeway open for certain people driving around a nd looking out of place again......
