I think you are right that this is the end of Top Gear.The mixture of Hammond,May and Clarkson without Clarkson is no way and they know, it which is why the other two are hedging.
No doubt there is a queue to sign up Clarkson but he has tried a chat show before and bombed!
I don't think any of them ,particularly Clarkson, are short of a few bob.
Personally i would be happy watching the Styg drive and try and work out who he is.
