That's a question open to interpretation.

Do you mean that that when Phumelela goes tits up, and Gold Circle have the funding and resources to continue racing, only KZN trainers should be allowed to enter horses?

I may well be way off the mark here. Perhaps a more comprehensive question would assist.

Why would KZN be any different to the other provinces? Sorry mate I'm not following your train of thought, to be fair I have had my head in the sand since this lockdown started and may be missing something
