In every country where there is a Pari Mutuel monopoly the stakes are high. Look at the UK, the stakes are putrid but across the channel, France stakes are very high. Japan has the highest stakes. In USA, Special Maiden Weights , are over $100k in the major tracks. If your horse cannot make it at the big tracks there is a whole host of tracks from turf, dirt and synthetic tracks to choose with lower grade horses.
Australia seems to be the only place where the stakes are high offering both bookies and totes.
