4th place horse

I would like to know why don't the 4th horse count in swingers when there is more 16 runners ?

same reason 5 winners and a 2nd dont count for the pick 6 winning ticket
same reason audley harrison was not anounced the winner saturday night
same reason Richard Thompson was not the gold medal winner in Beijing

I think its something to do with the rules? Maybe they figured that running 2nd or being knocked down or limiting a bet to 3 places was the way to go? I know i am just "putting it out there" but i think i might be on to something.

Y paying for 4th place and not paying for the sw with the 4th place horse ?

Swinger rule does not say your horse must run a place it says you must have any two horses that run in any order as long as they are both in the first three ie 1st and 2nd or 1st and 3rd or 2nd and 3rd.

Don't know about swingers but I did prefer when 14 or more horses carded there were 4 place in the PA.
