Jockey's are not allowed to use the whip as much. Just guessing...

It is a huge misconception that whips make horses run faster. Look at my mares last run when the appie turned
into the straight the previous run and without even giving her a chance to accelerate hit her. Felix the rider he is, balanced her then
only gave her a love tap or 3 when she started to look around when clear( a feeling in a race she had not experienced).
Explained to the appie that the stick is the last not the 1st resort to get the horse to run on.JP Van D M was given the same
lecture after hitting Irish Darling with 30 m to go and 3 lengths clear. He said sorry in a long sms and took the advice and
is now a top rider in the country as an apprentice. Sticks must encourage not beat the hell out the horse no matter what.

perhaps there is a guy they called the handycapper who also got a lot of explaining to do.many times i saw jockeys gear the horse down way before winning poles.wayback the use to showoff with how many lenghts.

I tend to agree with this one. Look at the weights the young horses have to carry these days.

Without statistics which show how often course records were broken in years gone by this discussion can only be based on guesswork. I would agree, though, that whip rules have very little or nothing to do with it.
