Training tracks at Randjiesfontein

An 'artificial' training track is currently being 'installed' at Randjiesfontein; it is apparently scheduled to take about 3 months to complete. That sounds good, but as usual a few 'issues' have surfaced.
For those that don't know the setup at Randjies, there are 3 training tracks being used; these are commonly being referred to as the' Black', the 'Red' and the ' Beach'; the new artificial track is being installed 'over' (in place of) 'The Black' track (which have been closed and can't be used); leaving only the two other tracks available for track work - leading to some congestion.
Now I haven't really checked, but it seems to me that the horses trained at Randjies have not performed as well recently as before this 'installation' started - my question is could this installation not have been done in stages which would have allowed some part of the 'Black' to be used while the other part is being worked on?
Also, I have been told that after completion, trainers will have to pay to use this artificial track - and we all know who is going to have to foot the bill at the end of the day. Does anyone know if this is indeed the plan, or have I been the subject of a belated April Fool's joke?

The trainers will not have to pay to use the track.
It would not be practical nor safe to work on the track in stages. The reason the track is being installed at this time of the year is because it is the highveld off-season with many horses being moved to KZN for their main season, as well as less chance of rain interference. All trainers at Ranjesfontein were consulted with during the planning and lead up to construction.

Thanks hibs - funny that one of the trainers at Randjies are under the impression that they will have to pay for using the track - anyway let's hope it will be a success
