No not an SA record, Jeff Lloyd ridden in the region of 4500 winners and I think Striker is somewhere around the 4000 mark.

From the racingpost
South Africa: Carmarthen-born Karl Neisius reached a major career landmark at Kenilworth in Cape Town on Monday when he rode his 3,000th winner.
His victory on impressive newcomer Cape Royal was greeted with sustained applause and a presentation by the racecourse.
Neisius, 55, said: "You set goals in life and I set this one a few years ago so it was fantastic to get to it.
"But what is even more important than anything is that I am still healthy and injury-free.
"I have nointention of turning down the throttle at this stage. I intend to keep going while I am still getting quality rides and riding for big stables."
He emigrated to South Africa with his mother and step father when he was seven and was motivated to become a jockey when a school friend tried, and failed, to get into apprentice school.
Neisius met with no such setbacks and was 16 when he rode his first winner.
He had his biggest success onFlaming Rock in the 1991 Durban July and, although the J & B Met is one of the country's few big prizes to have eluded him, he went close on the same horse in 1992 and 1993. He rates Flaming Rock the best he has ridden.
Hehas been the Western Cape champion nine times and is renowned for his cool riding style.
