Interesting to note that according to the Timeform scale only 13 horses qualify as outstanding according to their ratings.

Timeform ratings for 3-year-olds & up are as follows:
140+ – An outstanding horse
130–135 – Above average Group 1 winner
125–129 – Average Group 1 winner
115–120 – Average Group 2 winner
110–115 – Average Group 3 winner
100–105 – Average listed race winner

Is there a reason Secretariat doesn't make the list I would have thought he would be higher than 135.

Until very recently (generally after 2000), notable post-war horses who raced exclusively in America were never given Timeform ratings, so they can not be compared directly to their European counterparts.

How do our MR values compare? Do we work on a different system?

Yes, the MR rating scale is different.
MR's are much more in line with the ratings at the IFHA: www.horseracingintfed.com/resources/2012...gs/2012_0531_WTR.asp

They had Frankel at 138 (before this run), Excelebration at 125.
A rating of 115 or higher gets a horse on the annual list of top performances worldwide.
Last year, 116 would have ranked joint 190th, 115 was joint 248th, out of more than 200 000 starters.
So, 115 puts a horse in the top half a percent or so (roughly 1 in 200).

Igugu is rated at a MR of 117 on formgrids.com, what would her approximate Timeform rating be for example?

Hmm, I suppose you could add about 8 to 10 points but I'm just guessing.
That would put her in the "125–129 – Average Group 1 winner" range which is probably what Timeform would think of a top class GR1 winner in South Africa.
