Crowds at the races

Outside the course photographer I have never seen people at most of the mid week Sth African tracks, particularly Vaal, Flamingo Park, Durbanville and Fairview.
What sort of attendances go on the mid week and weekend meetings?
Are there many on course bookmakers?
Are on course bookmakers allowed to take phone bets from clients?

Flamingo "Park" is our outback track, dare I use the word "Racecourse".

Sometimes I think there are more horses at the races than people midweek(exclude racing staff)
