The horse in the lead tendS to do the ''donkey's work'' so some tire quicker than those coming from off the pace and when tired they shorten there stride.... Kind of happens to pace setters in all types of sport I guess...

Probably the jock when trying to restrain it a little and the horse when getting tired... just a guess
