As far as I'm aware, the scratchings rule has either been changed (or perhaps not enforced stricltly) - but if you think about it, it's to the advantage of the owners - why if your horse is coughing the morning of the race, should you have to wait 14 days to nominate again - the horse might be fine in 3 days.
