SHEIKH MOHAMMED has ordered a decree to criminalise the use of steroids in horseracing in the UAE following the doping scandal that has rocked his Godolphin operation.
The ruler of Dubai and founder of Godolphin has directed that a ruling be issued with immediate effect making the import, sale, purchase or use of anabolic steroids in horse sports a criminal offence under the UAE penal laws.
The move follows the banning for eight years of Godolphin trainer Mahmood Al Zarooni for doping 22 horses at the sheikh's Moulton Paddocks stables in Newmarket.
"We have firm convictions of the fairness in horse races and other equine sports in the UAE," said the sheikh.
"We are keen to find a legal framework that preserves it so as to set an example that will be emulated in complete compliance with laws and international standards governing the noble sports. This confirms our determination to safeguard equine sports, which is deeply entrenched in history and heritage."
The sheikh has instructed the authorities concerned to expedite enactment of the bill as a preventive measure to combat the use of steroids in all forms and from its main roots. The proposed law will criminalise any doping activities, from trafficking to consumption.
Anabolic steroids have been allowed on horses not in training in the UAE to aid the recovery from problems such as colic surgery or serious fractures to combat muscle wastage, but there must no trace on the day of a race.
The use of steroids in horseracing is permitted out of training in the US and Australia, although the possibility of a worldwide ban is set to be discussed at the International Federation of Horseracing Authorities general assembly in October.
