What the FUH is a hands and heels race?

race 3 Ngong was a hands and heels race. so the horse that ran second was disqualified as the jockey used his whip.

why would the starter allow the jock take his whip with if the race only allows hands and heels.

Definately what Dave said , the whole idea of these races are to teach the appies or improve the appies race riding technique
