A serious question for the powers that be (NHA)

Whats the point of giving horses a handicap mark after 3 runs when MOST horse continue in maiden races irrespective of handicap rating?

The answer would be SIMPLE if the SA racing programme catered for lower handicapped "maidens" by offering
claiming races
selling plates

and if trainers raced more maidens in handicaps.
