I think they looked at the race actually as they called for a race review before the horses left the course and went into the unsaddling enclosure (way before Sheldon said anything - You can hear the phone ringing in the background and then he says "Race Review" )

his comment was "Race Review - Hold onto your Tickets"(Sheldon who was the official on course caller that's why the phone rang in his booth) - If you believe that the stipes listen to commentators to make decisions that could potentially cost them their jobs then you are wrong. The commentator cannot change what the patrol film has picked up and that is what the stipes use to reach an outcome.(and of course they hear from the Jockeys involved)
