I'm sure all bookies would work as agents and stop the open bet

AT a fair commission I'm sure they would and put the extra lolly into facilities not their pockets. The poor agents have been starved for years by the operators.

100% correct

Offer the local agents the same commissions that they have given to their top overseas clients.

Problem for me is that I believe the strange co-mingled payouts are due to those increased take-outs in the form of overriders and extra commissions................and if that applied to all tote betting could that be the tote's (and racing's) death knell!!
Unless of course they introduce the fixed-odds tote and REDUCE the overall take-out on a much larger slice of the action!
