Putney Flyer - Is he a Stayer? NHRA? Trainer?

I was amazed to see Putney Flyer, a horse that has NEVER been out of the first 4 over 2400m in its life(7 starts for a win a 6 places including Graded and Listed placings), has not been raced over his correct distance for over a year. He raced 11 times in that period and his MR has dropped(because he was not tried over his correct trip from a 102 to a 77). Yesterday he runs off a 77 in the Settlers trophy and what do you know he runs second!! How is it possible that his trainer decided not ONCE to race him over his correct trip in a year yet raced him often enough to keep him fit and allow his MR to drop. The rule says the trainer must give the horse every chance to win BUT to enter a horse repeatedly over an incorrect distance is not doing that and the handicappers should not have dropped this horse unless he showed no form over his proper trip. I would expect the NHRA to be champing at the bit to interview the trainer or is that being too optimistic?
