Can't JOBURG STIPES have consistency wi scratching

WHY CAN'T JOBURG STIPES HAVE CONSISTENCY WITH SCRATCHINGS ?

Part my horse MASTER ENTERTAINER :
Entered Sat 25 Oct. big T was a reserve runner #15 ..... Horse 12 was an early scratching - SO WE GOT INTO THE RACE. We applied to scratch, in which case horse 16 would have got in. First told yes it's fine to scratch, only to be OVERULED by somone else. WE WERE TOLD IF U SCRATCH on 25th, u WILL ALSO BE SCRATCHED ON 30th !!! ( 13 day ban I think it is )
We were also entered to run Thur. 30 Oct Vaal. so we did in fact prefer to run on 30th instead of 25th. Result ran wide & poorly on 25th - 11th place, ran a good fast finishing 2nd on 30th Oct.

NOW - Tuesday 6th JAN SHAIPUR due to run ( i looked at card changes on website - said SCRATCHED - STIPES PERMISSION L.ANDERSON ) :sick:

Thursday 08th JAN SHAIPUR carded as a RUNNER :huh:

Now Joburg stipes, why can't you be consistent with your rules. I do believe in the case of MASTER ENTERTAINER on 25th OCT. Stipe L.ANDERSON was involved in some way with this ruling. Either he allowed my horse to be scratched & then he was OVERULED ( or it was the otherway round & he OVERULED the scratching )

so it appears to be different rules for different trainers ? I've got nothing against david N - trainer of SHAIPUR, in fact he is a friend of mine....... It's the stipes who keep changing the rules as they see fit.

Would love to know what the CORRECT RULING IS, cause i'm quite confused now.

Would also love a reply from the powers that be - BUT I WON'T HOLD MY BREATH !

Hi Bob we / trainer was told those are the rules..... abide by them or scratch.

Obviously different rules in Oct 2014 to Jan 2015 ? must have been passed pretty quick !

Elvisking, if I read this right you had become a confirmed runner already due to the scratching? If you had scratched before you were confirmed, I am sure you would have had stipes permission as well. Once you are a confirmed runner you incur a 12 day penalty if you then scratch unless you are scratched and reinstated once the problem has been cleared by a vet on a Vet certificate. I hope that helps and I understood right.

So Craig, you are saying the key here is being a 'confirmed' runner - I believe Shaipur was originally a 'reserve' runner on Tuesday- so that's why David was given permission to scratch him and run him 2 days later?

If those are the rules, then so be it - must say though that this really is another of those rules that does not make a lot of sense to me - why stand in the way of a runner being scratched from a race if a better opportunity presents itself a couple of days later? And why would '12 days' be the magic number - why not 10 or 14 or any other number?

As long as the horse is still a reserve runner it is not a confirmed runner so you can basically do what you want. Just call the stipes. Once you are a runner then you are bound by the rules. It used to be 14 days and was changed to 12 so that if you scratched for say a Sunday you could run in 2 weeks time and not be blocked from running due to it being the last day of the suspension. This rule was brought in as there were many guys waiting to see if the next nomination was better and then just scratching once cards were out and reducing the size of the fields. As final fields were out already, you have stopped someone else getting a run.
