Legislate doubtful July starter

Champion trainer Justin Snaith has declared Legislate a doubtful starter for this year’s Vodacom Durban July, but added that the Equus Horse Of The Year and reigning July champion had emerged from a starting stall incident at Greyville on Saturday sound and that “there is nothing wrong with him”.

Not sure i understand what`s going on here? why would Legislate be ok to run on June the 6th but miss the July?

Anyway doesn't matter.
He wouldn't pass the conglomerate anyway.

Imo if Futura stayed with Crawford this year's July could have been the most exciting in a long time. It would have been a thrilling contest between legislate and futura and throw in Majmu and the ever improving The conglomerate. Sad we wouldn't get to witness the duel between the 2 horses.
