Tote Win And Place Payouts

I see that in the UK they pay the decimal for these tote returns
eg:1st 2 2.35 win 1.69 a place
Isn't it about time our tote did the same as opposed to 'stealing' the fractions
ie:instead of paying the 1.69 a place as in the UK example they round it down to 1.60 and 'steal' the 9c.
That 9c doesn't get returned to the punter in terms sof a carryover of any sort,it is simply claimed by the tote.
It's impossible to believe that the technology is not available to our tote to do this.We are already paying such a high takeout that it hardly seems inappropriate to at least put the extra cents into the stakes pool or something. It wouldn't benefit me,but it's better than Phumelela just creaming it as usual.

I have it on good authority that these fractions are in fact a serious part of racing's business. These fractions of a few cents multiplied by thousands of tickets race after race amount to large totals totals.
It's very much an income stream.
EG 45,000 pool divided by 23,809 tickets = R1.89
23,809 x R1,80 = R42,856.20
Difference R2,143
These breakages happen in every win, place, swinger etc etc, multiplied by 4000 races per year.
Must appear on the balance sheet somewhere.

Maybe it goes back into stakes?
A fairer way would be to 'round down .01 - .05 and 'round up' .06 - .09, no?
