Inconsistencies at the NHA regarding punishment

How does this get explained? A breeder does not vaccinate their entire crop of foals and gets a R2000 fine. A trainer misses some horses and gets R10000?

DRAKENSTEIN STUD (Breeders) - Rules 39.3 & 39.7.5 - For failing to vaccinate the 2014
crop of foals correctly against African Horse Sickness and Equine
Influenza in accordance with the programme of vaccinations as
published from time to time in the Racing Calendar. Fined R2000.

S JANSE VAN RENSBURG (Trainer) - Rule 39.7.5 - (1) In that Mr Janse van Rensburg failed to vaccinate certain horses in his care in accordance with the programme
of vaccinations for Equine Influenza. Fined R10 000.

Naresh I left that out deliberately because it is a separate charge and separate sanction. My point is a trainer gets 5 x the fine for a few horses and a breeder gets off basically. I dont know either party just asking why the differences
