why only 3 stipes at last 2 natal meetings ?

I refer to the article written by andrew harrison regarding the race 1 objection debacle scotsville where he states that there have to be a minimun of 4 stipes on duty at a racemeeting in order for a stipe to lodge an objection so that there are 3 on the board to vote on the outcome so either 3 0 or 2 1...on that day there were only 3 stipes on duty so one stipe couldnt lodge the objection ...i have just read the last 2 greyville meetings stipes report and on both meetings there are only 3 STIPES IN ATTENDANCE so does this mean that if there was a cause to lodge an objection it wouldnt have been lodged?

Not only do they not enforce rules , they ignore their own!

Maybe because the NHRA has no money because money they need is rather spent on non-sense like hiring tops and tails for grooms and trainers at the big T Saturday - I'm sure if a careful audit is done then you will find lots of money needed to fund the bones of Racing has been wasted on non-racing noise!!
