What's are the achievements that would put an owner in the running for Owner Of The Year?

And does it matter:
if one doesn't own a single horse outright?
if one is in a variety of partnerships owning say 10% ?
if one buys ready made champions like the shieks do?
if one imported top horses?

The horse of the year and similar categories are not judged on how much they cost or how fashionably bred, but rather on what they have achieved over the past racing calender year.
For sure the top owners put much into the industry,but at the same time get much rewards from it.
Would it not be refreshing to see the awards going to owners, trainers breeders and jockeys who achieve much despite severe limitations and not have this prestigious award almost always going to those who have unlimited access to the commodities of most banks and those who enjoy and thrive on the patronage of such.
