apologies to those who got the impression I wasn't being fair to the tote. so lets try again
from what I've read the tote needs the 25% to fund the show , let's say its true and all punters agree with it.
since the tote can't reduce the takeout as some reckon it funds the show , perhaps the tote can change a little in other ways
ROUND DOWN , perhaps they could stop this and pay out the full amount won
Loyalty Programme , don't have to give money back to punters. perhaps tickets to big days or free computaform subscriptions
customer service, create a rating system where punters can give feedback on poor service. identify totes that treat customers bad.
surely the above can be done with the 25% take
you want people back in courses ? it's simple
create a loyalty programme and give free tickets to come to the course. the course is big enough to create a area for loyal punters.
every week different punters. that way punters are slowly back to the course
