I see this so often and for most of the time I believe it is a manipulation of the betting. Although more often when there is bigger priced first timers it is a great method if you trying to get value on a short priced favorite. To claim a first timer it is R10k of the horse. In a nutshell the below plays out:

20/1 - R500 outlay
10/1 - R1000
5/1 - R2000
Horse goes off around 5/2 and has cost you R3500

a 5/10 fav has probably moved towards even money and now and then closer to the off the money pours on the fav and it romps home with the first timer nowhere to be seen.
