Another Butchered Start,Fairview 7

The guy effecting the manual start clearly shows a 'cutting action' across his neck to the starter to indicate that it's a false start,but the starter just simply ignores him.

Doesn't seem right that they are declared non-runners. They had an unfair advantage, yet finishing unplaced.
