I see Attic View in the last was a 55, won a race and then was docked 2 points for winning and is now a 53? Can a horse get dropped for a win?

Yes , he can get dropped when winning a maiden. Happened a few times

Is the rule still in place where you can get a maximum of 60 for a groot gat maiden win?

attic view qualified for a merit rating drop because she was rested for 210 days or more so you would find she was penalised for her win but these points were negated by the 210 rest rule and hence she dropped ..unfortunately the computaform staff themselves dont understand a big chunk of how ratings works and the rules and regulations around them so much of what you see is incorrect and its up to the individual to find this out for themselves thats if you use the ratings as a guide of which many dont

two recent examples of using things to your advantage would be haddington and madam secretary who both ran second but ran 6 days later and the weights were out officially so they couldnt carry the penalty for their placings ..haddington was 1kg well in and madam secretary 1.5kg well in but nobody picked that up

Try and explain race 4 at Scottsville today
No. 6 Love Lyric 2 runs post maiden,MISSED BREAK! Dropped from 69 to 61.Now gets interesting
HANDY and wins next 2 starts and gets 5 points so still below rating it won its maiden off.
Unfortunately formgrids down so difficult to study collateral form.
Still looks incredibly well handicapped when compared to other 4 yo fillies above it.
