Caffeine positives - the NHA acts

I am being told that a multitude of trainers have been found with caffeine positives. Depending on who you are talking with, the number being bandied around varies between 13 and 18. The interesting thing about this is that the source of the contamination has been identified and this appears to be a supplier issue and in all cases the trainers have been guilty of nothing more than feeding there horses with this food.
The interesting bit is again, depending on who you speak with, the trainers implicated and the horses involved. Talk is that Edict of Nantes returned a positive after running third in last years July. Here's where it gets very confusing. The NHA in their wisdom have decided to prosecute those "guilty parties " and hearings are being scheduled for early January 2018. I have to ask the question why this has been treated differently to the recent Cobalt positives? Why are the NHA hell bent on persuing trainers that are clearly not "dopers" and clearly have not knowingly increased caffeine levels for any advantage? Why has it taken so long to act upon these positives?
Word is that the NHA are offering a plea bargain. Plead guilty and you will get a suspended sentence. What nonsense. Where I really get interested is the punishment being meted out. The trainers will get off with a slap on the wrist, however owners of affected horses will be expected to return stakes paid. Now that in my opinion is ludicrous. Why should owners be punished for the sins of a feed manufacturer? I have no doubt that the owners champions, Larry and Buffalo Bill will be leading the charge to oppose these measures. Or will they.......

I'm told the fines will stand but a deal has been made to filter the money from the fines back to the owners. This will happen via 2 new paving contractors being appointed to relay the paving slabs in the owners car park. The contract was awarded to a paving slab upstart that needed the full amount paid upfront in order to purchase the slabs. The project is scheduled to commence in 2032 and be completed by the end of the century. This is because logistics mean that while cars are parked slabs cannot be laid. The representative associations have worked long hours into the night to secure the best deal possible for their subcontractor (you thought i was going to say members)

Who is giving the trainers this shit advice to plead guilty?The trainers should be pleading not guilty. The NHRA should charge itself with bringing horseracing into disrepute for acting against these trainers.
