yes there are exceptions a horse who has had less than say 10 runs total due to late mature/severe injury.

surely SA racing would be better served to look after patron and make sure these horses either go to a smaller centre where they have a chance or retire them.

Sylvester, that was the rule about 20 years ago.

5y.o. maidens had to go to BLOEMFONTEIN to crack their maidens, before they could resume racing in Joburg / VAAL.

should go back to this rule i.m.o. we have HUNDREDS of maidens in Joburg trying to crack their First win. !
