I wish to draw your attention to the fact that The National Board has amended and adopted certain Rules with effect from 16 November 2018:
The amendments to the Rules appeared in the Racing Calendar on 9 November 2018 and will also be on our website www.nhra.co.za on 16 November 2018.
The new Penalty Guidelines have also been amended and placed on our website.
The amendments to the Rules applicable to BARRIER TRIALS are of particular importance and should be considered before entering your horses in these events.
The words that are in bold and underlined are added and the words with a strikethrough are deleted.
6.8.2 or his SPOUSE, shall hold individual or partnership COLOURS or be a member of a syndicate or CLOSE CORPORATION having COLOURS or be a director of a COMPANY having COLOURS. The provisions of this RULE will however not apply to the CHIEF EXECUTIVE OF A RACING OPERATOR.
23.3 Notwithstanding the provisions of RULE 23.1 the CHIEF EXECUTIVE may, in his discretion and on such terms and conditions as he may determine, authorise a RIDER to ride in one or more RACES without having the insurance cover specified in terms of RULE 23.1. The CHIEF EXECUTIVE may delegate the exercise of this discretion to the LICENSING BOARD on such conditions as may be specified.
73.2.9 when it is on a RACE COURSE for the purpose of participating in a RACE provided for in RULE 47.3, contains a PROHIBITED SUBSTANCE.
47.3.6 a barrier trial, which RACE shall be conducted in accordance with the guidelines and RULES specified in the applicable racing programme but in all instances subject to the provisions of the RULES generally, with the exception of the provisions of RULES 62.2.1 and 62.2.3 which may, in the sole discretion of the SB, be waived.

In terms of RULE 23.1 all RIDERS shall maintain Life Assurance and Disability cover at a minimum of R5 000 000 respectively.
1. All RIDERS shall maintain Life and Disability Insurance cover at a minimum of R1million.
2. With the exception of Excluded Persons, the Racing Association and the Operators, shall be responsible for facilitating the provision to RIDERS of Life and Disability Insurance cover to a minimum of R1 million and a maximum of R5 million having regard to the annual income of the insured. An insured shall however be entitled to take out additional insurance over the maximum of R5 million set out above.
3. An Excluded Person is a RIDER who has previously received a disability pay-out from a Disability Insurance policy and is thus not eligible to receive the assistance of the Racing Association and the Operators as set out in 2 above. However, the Excluded Person shall nevertheless be obliged to obtain Life and Disability Insurance cover of a minimum of R1 million so as to comply with the provisions of 1 above.
4. Proof of the required Life and Disability Insurance cover in place at the relevant time shall be furnished by the RIDER to the LICENCING BOARD, at the time of initial application for a licence and thereafter at each renewal thereof.
