Watching Assessment Plates

I Have been watching these races for months now and just watched Race 8 head on from the Vaal.
Every one is similar.Horses at the top of the handicap win.
Horses are not ridden out or given a smack. Most of those show a bit of whip but don't land a blow in anger. There are always horses that finish in the money that seem to run way above their rating.
So How do you re handicap the above race? Azzie horse too high or Sham horse too low.
Wonderwall a 4yo is way too high?
Watch the head on and assuming all are run and ridden on merit the handicapper has a job to do.

stakes down to 8th place (not much I know for minor places) - maybe they should increase the % the last 4 runners get and then everyone will try a bit harder?
