Hi Jackson. A few years ago it changed to loading by draw unless your horse had proved on course that it had a problem and then you could get dispensation to go in later. So in a 12 horse race ideally it would be 1/7 then 2/8,3/9 etc. It was felt that this was fairer as the well schooled horses were always in first and had to stand while the not as well schooled stood for less time which is an advantage. A few months ago the stats I was given were that the average time to load horses now had shortened by 45 seconds per race.
