If your horse is scratched in the 1st leg do you get the tote favorite or get a refund?

Double – First leg scratching or second leg scratching prior to the running of the first leg – full refund on scratched horse. Second leg scratching after running of first leg – replaced with Totalisator favourite.

Well Gloucester race 3 today I had number 2 as my 1st leg that was scratched before the race but didn't get a refund.
The eventual tote favorite won that leg so it seemed it kept my ticket alive.
The 2nd leg my horse didn't come anywhere.
Checking with hollywood and it is a losing bet.

You get a refund if your horse is scratched,even if tote favorite wins.
I learnt this months ago when my horse was scratched at the start and tote favorite won,I thought I was running so never backed the second leg.When it won I just got a refund,after phoning the country I was told it was a updated rule.Never was like that
