Earth Hour Late Scratching

Yesterday Nadine ??? interviewed Juan Nel about his runners today.
The video was posted at about 20:00 by Tellytrack.

In the interview she states that the yard only has one runner in the 8th race Royal Shindig. At the time i though error oversight ( why not talking about Earth Hour) but i now see they list him a 11 hours later as a scratching.

i did not check bookmaking sites to see when they scratched Earth hour but i assume i could still take bets on Earth Hour until 7:am today.

So my questions is!!!!

If the yard and the authorities know Earth was going to be scratched at 8 pm last evening at teh latest. Why is the info only shared 11 hours laters?
