NHA EXPLAINS

NHA explains the celebratory gestures before the line by jockeys.
After explaining to the public that the rule was changed in August 2024, this is then backed up by stating that all interested stakeholders and the public were consulted and played a role in the change.
Well, if the above is true, why explain? Was anything posted in Sporting Post or on Gallop TV, ABC Betting clan at the time?
I do not readily want to have a go at the NHA but why bring a controversial rule into play??? Just another rule that relies on subjective interpretation.
The next time a horse is pulled up the jock can just celebrate early, lose and take the lesser fine.
I fail to see how this helps enforcing the rules in horseracing.
Just more droppings dressed up as Rum & Raisen Ice Cream.

The other question I have...Is this celebration limited to the winning horse/jockey, or may all pose for a social media photograph? for example my last run/my mom is at the racecourse etc
