Black list in racing

We have ITC and previously JBCB controls in place regarding non performance in paying accounts. Institutions used it to see if they will be in risk to do business with a company or individual.
We have criminal checks that can help before employment with the use of a criminal database.
In racing we have Trainers, Jocks, Grooms and owners.
In the first place they don't work together for the better of a clean and open sport.
The one takes the other around every corner just to make or safe a buck. We have owners who makes deals with trainers..... i will bring you owners and i don't pay training fees on my horses. This mean that the other owners have to pay more for their training fees to cover this dealer. We have certain people who buy horses on sales and change the name of the horses and cheat new owners with hugely inflated prices. horse bought for thirty thousand get sold later before even racing for R320 000-00. my trainer says its even better than Sea Cottage. The first punt will make your money back.
I've heard it all.
In my view we also need a database to stamp out this pieces of shit. Trainers who cheats owners. Jockeys who have ten punters who punts for him and he never looses but only gain. Grooms who falls around stables after he gets axed from a trainer. Owners who jump around from trainer to trainer not paying his accounts. Bookmakers who doesn't play the game right with wrong prices. Jockeys who leaks out information about the well being of horses to his punters.
Lets step on each other and see who gains out of this sport.
There is only so much money in the circuit, let us give it to the owners who doesn't pay their accounts. Jocks who gives the punts to his punters, doesn't matter if they win or loose as long as he can have them hooked. Trainers who man handle their clients because he works with live stock dealers. Bookies that put nothing in this game and mislead punters with prices. Grooms who really doesn't care if he makes shit because he can walk into his next job across the road. Con Artist who only takes from this sport.
AMEN

Blacklist the mother.
He has to come and defend his case before the listing can be removed.
A full investigation will take place between the person who list him and himself.
The person who list him will be able to remove the listing after the board being satisfied of a satisfied out come.
