did the handicapper cock up with inside scoops merit rating

after winning a mr hcap last week at flamingo park inside scoops merit rating stayed the same for his next start which was yesterday in kimberly..he duly won..i checked to see on tabgold and the phone lines to see if his merit rating had been adjusted and it was not ..either the handicapper took the view that in his win last week he ran exactly to his rating and left it alone or he clean forgot to raise inside scoops merit rating..there was a week in between wins and a public holiday in between..i cant recall a horse winning a handicap and its rating not going up..i am sure we will get a response from vee and it would be interesting to know if the other trainers who had runners in the race queried this

Pirates here is a reply from Vee, I would again like to thank him for contribution and transparency.


Certainly Dave.

"Pirates" is correct in his assumption that a Handicap winner is NEVER used as a line horse and when he/she does win, they ALWAYS get an adjustment.

In the case of Inside Scoop, it was an error, His MR should have been a 78 and set to carry 61kgs. This mistake was only realized at 10H30 on the 22.06.2009 and according to The NHA Rule 54.2.4.3 read together with Rule 4.2.9, listed below, the horse Inside Scoop's weight could not be corrected or the Stipendiary Board could not withdraw this horse from the race.



4.2.9 to withdraw any HORSE from a RACE at any time if they, in their sole discretion, determine that such HORSE is ineligible to run in the RACE in terms of the RULES or the conditions of the RACE or has been allotted the incorrect weight;

54.2.4.3 provided that the correction is made not later than 09:00 on the day of the RACE. If such correction is not made within the time, then any HORSE with other than the correct weight shall carry the weight as per the RACE CARD, which shall be deemed to be the correct weight and the provisions of RULE 4.2.9 shall not apply.

I noticed last week Wednesday when the field came out that the horse had incurred no penalty, and I find it a little hard to believe that it took until 10.30 on raceday morning for the omission to be spotted.

On second thoughts, given the inefficiency which runs through this industry like the Amazon river in full flood, I should not be much surprised at all. Of course we all make mistakes, and it is debatable whether Inside Scoop's performance was greatly affected by the oversight, but backers and connections of the runner-up have every right to feel a bit peeved that an industry which employs so many people cannot put a system in place of checking for things like this.

This is not intended as a criticism of Vee Moodley, who most certainly would have brought the matter to somebody's attention if he had noticed it, but let's just say that many other employees of this industry can't exactly boast the same passion and interest for the game as Vee.
