How can they do the draws before the Noms are closed?

Does anyone know?

Hi Dave

If we have a field of 7 or less runners in a race, trainers of all horses scratched are called and given the opportunity to re-instate. This is done in order to "save" the race. Most times trainers who have declared are aware as we are transparent on the Net.

Barrier position is done at time of Entries and in terms of Racing Operators Condition under no circumstances do we re-draw for any race.

Calling a trainer to re-instate and then telling him that his barrier position will be changed, I believe we will have no chance of saving races.

No magic the draws were done already 10 days ago..how and why boggles the mind its unacceptable to any sane person..but then they probably all sane and Im nuts

Draws for all races on the card were done when entries closed (23rd).
Supplemental probably get random draws if the Rule below is anything to go by:

1.16 Draw Procedure
1.16.1 Subject to conditions 1.16.2 to 1.16.5, inclusive, the Barrier Draw shall be
conducted in terms of the Rules.
1.16.2 If, after the barrier draw has been effected;
1.16.2.1 a horse is omitted from the list of entries for any reason and is
subsequently included;
1.16.2.2 entries are re-opened for a race and a horse is subsequently included;
1.16.2.3 a horse is subsequently included for any other reason;
then a draw shall be randomly allocated in respect of the horse so included
and all other horses drawn the same as and outside (higher than)
the randomly allocated draw, shall be adjusted outwards (higher).
1.16.3 Similarly, in the event that a horse is removed from the list of entries for any reason after the barrier draw has been effected, those horses remaining
in the list of entries and drawn outside (higher than) the horse removed from
the list of entries, shall have their barrier draws adjusted inwards (lower).
1.16.4 Any horse removed from one race and included in another race
shall NOT retain its original barrier draw but shall have a new
draw allocated in terms of Conditions 1.16.2 and 1.16.3.
entries are re-opened for a race and a horse is subsequently included;
reason after the barrier draw has been effected, those horses remaining
1.16.5 Under no circumstances, shall any race where barrier draws have been
already allocated, be redrawn.
