Race 2 Tuffies.
Not often we get 16 horses lining up at start.
Perhaps the Tote 4th payout rule should apply, if a horse gets SCRATCHED at start.

They used to cater for this using the number of horses that WEIGH OUT. That at least allowed a reasonable time for clarity.
