Why do controls in huma medicine prices not apply to Vets?

I spoke to the Dept of Health today and although they will still confirm there seems to be an area which has been overlooked by them but which has now been brought to their attention.
In 2005/6 a bill was passed that all pharmaceutical products in SA would have a "one exit price" on them and Drs and Pharmacists dispensing or injecting the product would only be allowed to markup 17% maximum on the product.
Vet Surgeons dont seem to somehow have fallen into this and can markup what they want.
