Tropical Empire Mert rating

Can someone explain how this horse is rated 118. 2 Points inferior to the great Pocket Power and 2 points higer than Smart Banker.
Has won only at great 2 level, and one or two minor placing at GR1 LEVEL.
What gives ... I'M DUMBFOUNDED

Imo he has earned this rating at Greyville and Greyville only. When racing elsewhere he has been unsuccessful in confirming it.
