manipulation of the tote continues.
especially in PA,P6 and Jackpot races.
either bets are canceled after the jump or the co mingle guys from other totes back huge amounts on 2nd fav to make them fav???

a forensic audit was performed.........
All IT companies have IT fraud, banks, insurance, retail, manufacturing etc...
all have a forensic audit by the category 1 Auditors...the big 5.....
all of these big 5 Auditors have a forensic audit department.......
all of the staff have degrees...even MBA's...well educated..been there...done that..got the Tshirt...

unfortunately....none of these staff members have the skills to do a forensic audit...
most/if not all believe it is RISK MANAGEMENT.......
have quantitative and qualitative RISK MODELS which they use to score the RISK...
It is based on assumptions and no facts...
Management is happy as the base is covered with a report from the Auditors.

I have been in IT for over 31 years, at +300 of the RSA JSE listed companies, on contract.
Now in the EU.
Every site (company) that I have worked on have fraud.
very few lay charges, but rather cover it up.
It's not good for the public image and would affect the share price.
If the share price is affected, management gets fired.

My humble opinion : -
unless SAFTOTE prints the database log tape for every race, 2 min before the jump and up to the all clear, no Audit company can give a report.

on what basis do the otherwise give a report?
speculation?

It is obvious that there is funnies going on at the jump, during the race, and up to the all clear.
how is it that grown men and woman refuses to make decisions based on facts (printed log tape)?

Better even, create a web interface, display the log tape real time to the public.
would take a programmer less than a hour to do that?

Or would we rather pay the Auditors to give us a report on make believe?
Surely the RA wants integrity as a cornerstone?

Growth of the Racing Industry in RSA

Give thought to the following:

RSA - around 60,000,000 citizens
UK - around 60,000,000 citizens

RSA - around 10 race tracks
UK - around 28 race tracks

RSA - around 500,000 people earning above R1,000,000 (£100,000)
UK - around 200,000 people earning above £100,000 (from HMRS on the new pensions tax bill)

RSA - majority of the working class earn below R10,000 pm (£1000)
UK - majority of the working class earn below £1000 pm

Guess we could open new racetracks between Carletonville and Potchefstroom
between Springs and Heidelberg
a few in the Free state
and many in the other provinces...
the casinos did....

its seems the same Corporate disease...
Cut the cost..downsize...sell a few tracks..
rightsize...we now have too many people....
capsize...financially we are in trouble.......is this were we are.....

perhaps consider....expand..increase the market..have a greater footprint..
banks have to do that if they want to survive...
insurance companies have to do that if they want to survive...
retail food...
retail clothes....

then we reach more people...
they have money....look at the UK example...

or do we lack balls and vision????

Regarding the Achiever’s Day and the horse (The Achiever):

The Achiever’s day has been taken over by Phumelela and is scheduled for Apr 2011.

A report from the trainer received today is that the horse will be nominated for a race within the next 2 weeks.

@RA:

Your slip is beginning to show.

To date, you have not responded to even one of my questions implicitly!

Typical appeasement of those who are deemed appeasable and ignoring of the rest?

RA,

your lack of comment on the other 2 sites is laughable.

Below is a quote from the president of the Racing Onwers Association (UK) Is this not the fighting talk that Steve REid and Charl and others have been dfemanding for ages?

"ROA president Paul Dixon has warned that racing should be ready to organise itself to inflict maximum damage on the bookmakers.

In his blog on this website, which will also appear in the November issue of Thoroughbred Owner & Breeder magazine, he says the betting industry has used "every trick in the book to avoid paying levy".

He says: "Racing should therefore organise to exert maximum harm on the bookmakers. This would require non-racing days.

"The bookmakers like to tell us that racing is far less important to them than it used to be. We shall see. Horseracing remains very important to bookmakers and its withdrawal would inflict significant harm on their businesses."

The clock is ticking down to 31 October by which time racing and the bookmakers must agree the next levy - otherwise it will be determined by the Government.

Paul Dixon says the Government can act imediately by returning to charging bookmakers levy on overseas racing shown in British betting shops, and the removal of the threshold system that allows them to pay less than the full 10% on gross profits.

"Enough is enough," says the ROA president who also chairs the Horsemen's Group. "We, as the principal funders of this industry, must now turn our words into action."

at least the RA is willing to comment on our questions and suggestions, which is more than what can be said for other major industry controls - and we all know there are political sensitivities between these controlling factors which makes answering some questions very tricky.

RA, we feel the industry is out of touch with its customers. Where does the RA see the industry in 5 or 10 years - what is the vision - is this a unified industry vision or is everyone involved still pulling in different directions?, also my previous question - what is the strategy for gaining and retaining customers? Is there a workable plan under wraps?

Re post by easy.

No levy agreement as deadline passes

REPRESENTATIVES from the racing and betting industries failed to reach an agreement during deadline day talks to negotiate the levy yield for 2011-12 at Sunday's Levy Board meeting in London.

Failure to reach an agreement means that the 50th scheme will now be referred to secretary of state for Culture, Olympics, Media and Sport, Jeremy Hunt and is only the second time in recent years that the the levy yield will be determined by government.

After final discussions ran late into Sunday evening, all parties concluded at 11.30pm that there was no realistic possibility of agreement being reached by the midnight deadline.

"It is very disappointing that it has not proved possible to reach agreement on the 50th scheme. Despite protracted and in-depth discussion at board meetings and elsewhere, ultimately the positions of racing and the Bookmakers' Committee remained significantly apart," confirmed Levy Board chairman Paul Lee.

Racing, represented during negotiations by Horsemen's Group chairman Paul Dixon, BHA chairman Paul Roy and Racecourse Association chairman Ian Barlow, feels the levy should return as much as £150 million, while bookmakers are said to put the figure at less than half of that.

The 2008-09 levy scheme also went to government determination, with the then minister Gerry Sutcliffe opting for a rollover of the previous scheme, a course of action recommended to him by the three independent members of the Levy Board.

An industry insider onSunday confirmed to the Racing Post that the secretary of state tends to be guided by the view of the independent members - Paul Lee, Penny Boys and Paul Darling - and that, given the unfavourable report on racing's case from financial consultants Deloitte, they are unlikely to advise that racing should receive anywhere near what it wants.

Roseff said: " I am very frustrated. The Bookmakers' Committee constructed a very good argument which realistically addressed the challenges faced by bookmakers and racing. That the HBLB has elected not to approve the recommendations of the Bookmakers' Committee is evidence that the current system has failed. It is now time to replace the levy process with a commercial relationship that will reflect racings true worth in the highly competitive bookmaking sector.

"I truly believe that racing must face-up to the reality that is affecting every other aspect of the British economic landscape. As the nation looks to a future of austerity and cuts in spending of public money, racing still wants substantial increases from the HBLB. This failure brings more uncertainty to an industry that needs a period of stability for a new commercial reality; come what may, we will continue to seek to work with racingto achieve a satisfactory long-term solution."

they are talking about boycotting racing and other tactics to force bookmakers to pay up.

I wonder how the RA being so close to Phumelela can EVER fully represent owners.

Paul DIxon has the support of owners and i think they will rock the industry over here. Would it not be a shame if nothing happens in SA becaise of infighting and inbreeding?

Levies not financially viable for the UK bookies.
as per previous writing...William Hill only made £37.40 profit per shop per day...
Coral, Ladbrokes etc also not doing much better...
where will they get the money from...
the shareholders are all moving to Betfair and exchanges without rental outlets..

RSA RA cannot bite the hand that feeds them....the tote...
RSA Gambling board cannot bite the hand that feeds them...the bookies, tote and the casino's

Hence a new structure must be devised....
the bookies and the tote must fall under the FSB, and pay the FSB the levies...the FSB must pay the RA...and the Gambling board...?
by law, both the bookies and the tote takes deposits, hence they fall under the FSB deposit taking laws...

Having only joined the industry recently, I agree that it is out of touch with its various customers. This has not gone unnoticed and is being addressed. In the meeting I had with Vee last week, we discussed issues such as the training of staff at the totes and at Telebet (which is already showing good improvement), insufficient floats being kept, simplifying the act of placing a bet, and creating better value for punters with new betting options.

At the highest level, the RA engages with Phumelela to bring forward issues that affect all owners, such as the stakes, the issue of a single operator, decisions regarding changes/additions/closures of tracks, feature events, etc. At the operational level, we have been focusing lately on rewarding the members and making sure that they see value in being a member. We want RA members to experience their racing in a more professional and exciting manner, and we want them to feel special.

The RA would support the following vision:

Unified industry with a single national operator.

Single national owners body.

Revamp of the NHA rules to recognise the current racing environment.

A situation where stakes, or at least a large part thereof, are derived from a more stable source such as advertising, which would be more controllable and predictable. Along these lines, the promotion of horse racing as a sport is crucial.

This vision however is not a unified one, industry players are not all pulling in the same direction.

Yes, Phumelela has a plan to retain and attract customers (punters) as per the above conversation with Vee.

In terms of attracting new owners, the most common and valuable method is via current owners and trainers. Therefore, with our focus on improving the racing experience of our members, we hope to exceed their expectations and thereby excite and entice new members.
