This thread , and all the other speculation that brings the game into dispute,could be almost entirely eliminated by strong regulation-if regulation was trusted and well defined and then enforced, the consequences of races would tend to be accepted by most.
Strong competent consistent regulation is the single most important aspect to a trusted product.
It innoculates the industry and sorts out corruption, unprofessional conduct and sheer incompetence "all in one"

Titch,you have hit the nail on the head. I have been in discussion with the NHA and the lack of definition is the very problem with the rule. If you can't measure it , you can't manage it....simple as that.
The best example was the old drunk driving law very few convictions cos "too drunk to drive" was as subjective as "inconsistent form"
Once it was defined as .080 (at the time),problem solved!

Thought this was a new tread so I read it all again, and I dont wanna stir any sht up but what is said here makes one wonder though bout jockeys trying their all to win... Ex..BRAVISSIMO under Marcus in his Maiden win.. Just go look at it. On that run I had believed this horse to be special, showing so much heart to come back and win after being headed so close to the line, lost all money back on him in his next couple of starts and today I know for certain the difference that day had to have been Marcus...
